ETHA and Medicaid

Medicaid is a public health insurance program that serves low-income people who also qualify in certain categories. Most people with HIV/AIDS qualify through disability.

Medicaid is a joint federal and state program, run by the state. It is the largest source of federal funding for HIV/AIDS care. It serves about 55% of adults and 90% of children living with AIDS. Medicaid programs and benefits vary state by state.

The Early Treatment for HIV Act (ETHA) is legislation currently being considered by Congress. It would provide early access to care and treatment by allowing states to expand Medicaid eligibility to include low-income people with HIV who haven’t yet become disabled
