Senate Subcommittee Votes on 2007 Funding
for the Ryan White CARE Act

The Senate Labor-HHS Appropriations Subcommittee “marked
up” the Labor-HHS Appropriations bill July 18. For the first
time in quite a few years, all Titles of the Ryan White CARE Act
received an increase, although way below what is needed. ADAP received
a $55 million increase. The rest of the increases are outlined below.
The full Appropriations Committee will vote July 20. The House
bill has pretty much stalled and it is questionable/doubtful whether
or not we will see a final bill before the elections.
Senate Labor-HHS Subcomittee vote:
Title I (hardest-hit urban areas): approx. $2 million increase
(compared to $184 million requested by community).
Title II base (care and treatment money for all states): $15 million
increase (compared to $70 million offered by House of Representatives
and requested by Pres. Bush).
ADAP: $55 million increase (compared to $197 million need number).
Title III (community clinics): approx. $2 million increase (compared
to $77 million requested by community and $25 million requested
by President Bush).
Title IV (funds services for women, infants, families, youth):
approx. $1.5 million increase (compared to $41.25 million requested
by community).
There were also small increases for dental services and AIDS Education
and Training Centers.
